Nobody can really predict such a thing -who will turn out to be the fitting coach for a team- not even the best federation in the world! You can try to guess, but there are so many factors to enter the picture..
On the one hand, how to judge how he will act in the new position? it's simply impossible to tell. I can think at various examples (taken from the Italian-international experience) of coaches who have been both a success and a failure in different periods (and environments) of their career:
let's think of Raul Lozano, who just guided a very surprising Poland to an amasing second place in Japan!! Not too long ago, he was kicked out from our league as an unwanted coach..
Let's think of Velasco, the 'guru' of a certain Italian volley, the coach of a wonder national team, we all still remember, cheer and deeply respect. He came back to the volley world in Modena, with some winning proclames, and he went away after two years of sufference, problems with the press and his own public, whistles and complains, after having brought the team at his lowest point in the very long Modena volley history: in 2005 the team did not enter the play off for the first time ever!!!!!!!!!!!!!!!! We could go on with lots of other names, but I guess you got my point..
On the other hand, I have to say Gajic did not seem SUCH a bad idea, at first: he knew the Russian environment, was acquainted with some of the players, he had a stunning curriculum vitae: in the end, he brought Jugoslavia between the Olympic gods in Sidney. And then, the reasonable checkpoints? When to think of replacing him? After all, just in september 2005 the team arrived second at the Euro Champ, which could be considered a reasonable result - also thinking Russia could have won that final and literaily threw away that match... we can argue Gajic could have been a better 'motivator' and find a way to calm down his players, but I would not blame him for that result.. True, there were warning signals of how it could (and did) eventually end: some 'controversial decisions' on whom to take on with him in the national team, with a few excellent names being excluded. I agree he brought on himself the lack of a decent Russian setter by ruling out Khamutskikh (and knowing me you can imagine how I reacted to another certain exclusion
